Accessibility statement for Plan and manage health and care research
This accessibility statement applies to Plan and manage health and care research.
This website is run by the Health Research Authority (HRA) on behalf of the Health and Care Research UK partners. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 300% without the text spilling off the screen
- navigate most of the website using just a keyboard
- navigate most of the website using speech recognition software
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We’ve also made the website text as simple as possible to understand.
AbilityNet has advice on making your device easier to use if you have a disability.
How accessible this website is
We know some parts of this website are not fully accessible:
- some page titles are not descriptive
- form inputs lack text labels
- there are multiple instances of duplicated link text
- hidden table headings are present which can only be accessed via a screen reader
- the focus order on mobile devices is not logical

Compliance status
This website is not compliant with the Web Content Accessibility Guidelines version 2.2 AA standard. The non-compliances are listed below.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
- Form input fields lack associated text labels or descriptive titles. Incorrectly associated labels do not provide functionality or information about the form control to screen reader users. This can be seen when the cookie banner is visible. This fails WCAG 2.2 success criterion 1.1.1 (Non-text Content).
We plan to resolve this by: March 2026 - The tabs which appear on the ‘Modifications’ page, have been marked up as radio buttons, which do not have correct accessible labels, meaning screen readers do not announce them. This fails WCAG 2.2 success criterion 1.1.1 (Non-text Content).
We plan to resolve this by: March 2026 - Tables are not marked up correctly, which results in screen readers announcing hidden headings. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
We plan to resolve this by: March 2026 - Duplicate ARIA Landmarks are used to identify page content. This may cause content to be missed by screen reader users. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
We plan to resolve this by: March 2026 - Two-dimensional scrolling is required to access page content when zooming the page to 400% with a browser width of 1280px. This fails WCAG 2.2 success criterion 1.4.10 (Reflow).
We plan to resolve this by: March 2026 - Page titles are not sufficiently descriptive or informative, which may cause navigation issues between tabs. This fails WCAG 2.2 success criterion 2.4.2 (Page Titled).
We plan to resolve this by: March 2026 - The focus order of the page is not logical when using a mobile device to navigate. On the ‘Area of Change’ page, there is an additional tab stop after the free text form field, and on the ‘Modification’ page, it takes multiple swipes to focus on the different tabs. This fails WCAG 2.2 success criterion 2.4.3 (Focus Order).
We plan to resolve this by: March 2026 - Links with identical text are not distinguished by their accessible labels. This could confuse screen reader users if navigating by links alone. This fails WCAG 2.2 success criterion 2.4.4 (Link Purpose (In Context)).
We plan to resolve this by: March 2026 - There aren’t multiple ways to access certain pages on the site, which may cause issues for users with motor or cognitive impairments. This fails WCAG 2.2 success criterion 2.4.5 (Multiple Ways).
We plan to resolve this by: March 2026 - The focus indicator is not visible for some user interface elements. This can make it difficult for keyboard-only users to track the elements in focus. This fails WCAG 2.2 success criterion 2.4.7 (Focus Visible).
We plan to resolve this by: March 2026 - The “Delete” element is rendered off-screen when focused on the ‘Add Documents – Add Details’ page when navigating on a mobile device. This fails WCAG 2.2 success criterion 2.4.11 (Focus Not Obscured (Minimum)).
We plan to resolve this by: March 2026 - Across multiple pages, there are broken ARIA references, meaning that screen readers may not perform as expected when focused on that element. This fails WCAG 2.2 success criterion 4.1.2 (Name, Role, Value).
We plan to resolve this by: March 2026 - Once a modification has been saved, the user cannot interact with the “Success” notification, meaning that part of the visual announcement is not announced by screen readers. This fails WCAG 2.2 success criterion 4.1.2 (Name, Role, Value).
We plan to resolve this by: March 2026 - On the ‘Modifications’ page, the screen reader announces that the user is able to access the tabs within this page by pressing the up and down arrows, but this results in the user missing some of the options available. This fails WCAG 2.2 success criterion 4.1.2 (Name, Role, Value).
We plan to resolve this by: March 2026 - Dragon Naturally Speaking users are unable to interact with the “Modification Details”, “Documents” and History” tabs within the ‘Modifications’ page. This fails WCAG 2.2 success criterion 4.1.2 (Name, Role, Value).
We plan to resolve this by: March 2026 - Additional content is not announced by a screen reader. This can be seen on the ‘Filter Search’ page when the user is not informed when search results are shown on the page. This fails WCAG 2.2 success criterion 4.1.3 (Status Messages).
We plan to resolve this by: March 2026
